Abstract

The Busitema University Council Charter (2017) is a charter that outlines the functions of the University Council and its Committees. It aims to operationalize the Act and regulate Council procedure and that of its Committees. The objectives of the Charter are to elucidate the functions of the University Council, reaffirm the composition of the University Council, define the University Council Committees, and specify regulation of the business of the University Council and its Committees. The Statutory organs of the University are the University Council, Senate, and Student Council. The University Council is the supreme organ of the University responsible for the overall administration of the University, ensuring the due implementation of the objectives and 11 functions of the University.

It is responsible for the direction of the administrative, financial, and academic affairs of the University, formulating the general policy, giving general guidelines to the administration and academic staff, managing and utilizing funds, assets, and property, making and submitting estimates of income and expenditure for the next ensuing year, keeping or causing to be kept books of all income and expenditure, ensuring that within three months from the end of each financial year, a statement of accounts is prepared and submitted to the Auditor General for auditing, and delivering copies to the National Council and the Minister. The University Council has the power to represent the University in legal suits, receive gifts, grants, and other money, make statutes, establish faculties, boards, and courses of study, provide for the welfare and discipline of students, approve budget proposals and final accounts, and approve Deans and Deputy Deans of faculties. Members of the University Council have the right and duty to attend and actively participate in all Council meetings, serve on any Council Committee, keep themselves informed, and vote on issues put for voting before the Council.
